Greetings Utah Wing!
The Rocky Mountain Rescue Dog teams have asked CAP to provide mock victims for
their annual training search. CAP has been involved with them for 9 straight
years, this activity is a favorite among cadets.
This exercise is training and a "Mock SAR" for the Rocky Mountain Search &
Rescue Dog Teams (RMRD). RMRD is a specialized unit that employs teams of dog
handlers and dogs that are trained to locate human targets in the event of a
missing person or fatal injury in the wilderness. The dogs are specially
trained to locate human targets from miles away, even in adverse weather or
challenging terrain. This activity is a practice SAR designed to give their
incident commanders an opportunity to dispatch approximately 10 teams to locate
victims in a desert setting.
Civil Air Patrol has been asked to provide 21 cadet members to act as "mock
victims" in the field. CAP will be expected to train and deploy targets in the
Goblin Valley State Park, near Green River, UT. CAP will coordinate target
areas for the victims and place each victim in the field. For safety, we will
supply RMRD Incident Command with UTM, GPS, and Map coordinates of the "lost"
victims. The Dog teams will then search for the victims from up to 4 miles
away. The search will be conducted in the moonlight, starting at 2100 and
ending at 0500 the next morning.
This activity is NOT an exercise of Civil Air Patrol Emergency Services. No CAP
qualification training will be offered or recorded. Our mission is to serve the
needs of RMRD, and enhance THEIR training only.
PARTICIPATION ELIGIBILITY:
Cadet members wishing to act as victims in this exercise must be willing to
operate at night in the state park. We will have a campground, but will spend
most of the nighttime in the field. The cadet will be placed in the search
grid, and will be expected to find a place to get comfortable and wait until the
search teams arrive.
Only the highest caliber, and most prepared cadets will be accepted to attend.
Our duty is to enhance the training environment for the RMRD teams. If a cadet
must be "hand-held" or "coddled" during the operation, this will greatly impact
the quality of the training for the teams.

Cadets will be selected after considering the criteria below. A conversation
with the cadet's unit commander will help us to verify if the cadet is properly
prepared for this important assignment. Cadets will be selected with the
following factors considered:
· Cadets must have a handheld GPS. They must know how to use it.
· They must demonstrate proficiency in: Marking Waypoints, Tracking a
travel route to an assigned waypoint, and identifying coordinates in UTM format.
· Cadets must have some basic field craft skills. (fire, shelter, buddy
care, wildlife concerns/safety)
· Cadet must have proper desert camping equipment.
· Cadet must have the aptitude to stay VERY SAFE in the desert
environment at night.
· They must be able to articulate some critical feedback for RMRD about
the quality of their operation, and offer some field-level suggestions about how
to improve future operations.
· Cadets will be required to follow detailed instructions given over the
radio.
EVENT DETAILS:
The event will be held on the 9th - 11th of September, 2011.
The FTX will be held in Goblin Valley State Park, near Green River, UT
Transport will depart Wing HQ in the mid-afternoon on Friday the 9th.
COST will be $40 per member.
Billeting, food, & transportation are included in the course fee.
We will return from Goblin Valley at 1800 on Sunday 11 Sept.
APPLICATION INSTRUCTIONS
Interested cadets should EMAIL a desire to attend and a brief description of
your qualifications to capcadetcope@... no later than Thursday, September
1st at 8pm. Please include your CAPID, Name, Rank, Age, Unit ID, and indicate if
you have or have not graduated from encampment.
(A total of 21 Cadets, and 6 Seniors will be allowed to attend.)
*A full operations plan and a detailed description of the event will be emailed
to every member, AFTER they have been accepted.

The CAC Dining Out will be 15 Oct, 1600 hrs at the Capital Building. $25 per person in advance, $30 at the door.
Males to be in your best dress uniform with all ribbons and awards and tie if you have one. Service coats are authorized if you have one regardless of grade.
Female cadet and senior members have the option of dress uniform or appropriate formal wear.
Seniors members who do not opt for the Air Force or CAP/paramilitary uniforms, may wear appropriate formal wear or the polo shirt/gray pant or skirt combination.

Come and learn how to be an effective NCO and learning to better serve your cadets in your squadron. Classes will be taught by different members of the CAC Council. Topics will range from the new drill tests, to the new leadership texts and online testing. We want to help you, help your cadets!
